Sim Settlements Load Order

So, I probably have too many settlement mods installed. The problem is that I'm missing my 'food' section (resources only lists water and miscellanuos) as well as the landscaping objects where are included in the mods. Playing on survival, I slept in a bed and left my game. Loaded the save back up, suddenly all my sim settlement stuff is gone. F4SE is updated, Sim settlements is downloaded and active. Yet it doesnt do anything. I also have a few other mods that pop up messages on the screen whenever I start a new game. And they've suddenly done that again. It's like my game things I started a new game in the. I don't know what I am doing wrong. The CTDs do not happen in the same location. Sometimes I will be going in/out of a location, other times I am accessing a workbench. I have read the Horizon forum and mod description many many times. Stayed away from mods that are not compatible or do not have a patch. First I installed all the mods that were not Horizon nor Horizon patches, then I ran loot.
Sim Settlements Load Order
If there are some compatibility errors that just can't be avoided, which mods should I ditch to still retain the most content?
